This is not the same as a vendor risk assessment, because it is not mainly about whether the vendor is competent. It is about whether the legal environment could undermine protections and whether additional safeguards are needed. A T I A often considers what data is transferred, how sensitive it is, what the purpose is, who can access it, what technical safeguards protect it, and what legal protections or commitments exist. It also considers whether the transfer mechanism used is appropriate and whether the organization can realistically meet its obligations in that context. For beginners, the biggest takeaway is that transfer risk is about more than encryption and access controls, even though those matter.
